From Kaifeng to Kotel

Last month, five women from the ancient Chinese Jewish community of Kaifeng arrived in Israel to fulfil their dreams of making aliyah, thanks to the Jerusalem-based nonprofit Shavei Israel.

The women – Gao Yichen (“Weiwei”), Yue Ting, Li Jing, Li Yuan and Li Chengjin (“Lulu”) – have been studying Hebrew and Judaism for several years in Kaifeng. Upon arrival in Israel, they were greeted by Shavei Israel chair Michael Freund, who took them straight from Ben-Gurion Airport to the Western Wall (Kotel) so they could thank God for helping them return to the land of their ancestors.

“Kaifeng’s Jewish descendants are a living link between China and the Jewish people,” said Freund, who succeeded in obtaining the requisite permission to bring the Chinese Jews on aliyah after several years of struggling with the Israeli bureaucracy.

“After centuries of assimilation, a growing number of the Kaifeng Jews in recent years have begun seeking to return to their roots and embrace their Jewish identity,” Freund said, adding that, “These five young women are determined to rejoin the Jewish people and become proud citizens of the Jewish state, and we are delighted to help them realize their dreams.”

Believed to have been founded by Iraqi or Persian Jewish merchants in the eighth or ninth century, Kaifeng’s Jewish community built a large synagogue in 1163, which was renovated throughout the years. At its peak, during the Ming Dynasty (1368-1644), the Kaifeng Jewish community may have numbered up to 5,000 people, but widespread intermarriage and assimilation, and the death of the community’s last rabbi, brought about its decline by the early 19th century. Today, the community claims between 500 to 1,000 members.

Despite the pressure to assimilate, many Kaifeng Jews sought to preserve their Jewish identity and pass it down to their descendants, who continue to observe Jewish customs. Today, the community is experiencing a revived interest in its roots, and Shavei Israel has been providing support while helping some immigrate to Israel.

“Being part of the Jewish people is an honor, because of the heritage and wisdom,” said Li Jing, who on a brief previous visit to Israel put a note of prayer in the Kotel asking to return and live in Israel. “Now, my prayer has been answered,” she said.

The last time Shavei Israel was able to bring a group of Chinese Jews from Kaifeng on aliyah was in October 2009, when seven young men from the community arrived in the Jewish state. The organization has brought a total of 19 members of the Kaifeng Jewish community to Israel.

The five women plan to continue their Jewish studies at Jerusalem’s Midreshet Nishmat – The Jeanie Schottenstein Centre for Advanced Torah Study for Women, with the support of Shavei Israel, which will also cover their living expenses and support them as they prepare to undergo formal conversion by Israel’s Chief Rabbinate. Upon completion of the conversion process, they will receive Israeli citizenship.

Shavei Israel is currently active in nine countries and provides assistance to a variety of different communities such as the Bnei Menashe of India, the Bnei Anousim (referred to as the derogatory “Marranos” by historians) in Spain, Portugal and South America, the Subbotnik Jews of Russia, the Jewish community of Kaifeng in China, descendants of Jews living in Poland, and others. Once again, Election Day has come and gone and the world continues to spin; albeit slightly more rightward for Israel.

I went to sleep the night before the recent election a bit more excited than usual – I love the hoopla of an Israeli Election Day – and a bit more apprehensive than usual – I was still not sure who to vote for.

Election Day in Israel is a holiday, and we had a fun day ahead of us. My son was set to participate in our democratic process. My wife and I were set to vote – well, almost, as I was still undecided. We had a family lunch date with friends. And I was looking forward to watching the exit polls at home.

My son – still too young to vote but not too young to hold an opinion – was manning a party booth outside the local polling station. Dressed in a party hat and T-shirt and armed with colorful brochures, he was out of the house by 7 a.m., surprising, since we can barely get him out of the house on a school day, which starts an hour later!

As opposed to the sterile polling environment of Canada, Israel’s polling stations are last-minute electioneering grounds. Every party has a booth with party hacks or students for hire (such as my son) vying for last-minute votes. And multiple cars covered with party posters and carrying huge loudspeakers on their roofs compete for sound waves by blaring political jingles – a classic Israeli balagan. The scene is lots of fun and a great place to catch up with neighbors and friends to debate Iran, the religious, the economy, last summer’s war and who to vote for and who not to vote for.

I think the last time I voted in Canada was in the 1998 election when I cast my vote for Brian Mulroney. Oops – should I have written that? In Israel everyone knows not only what you earn and how large a mortgage you have, but also how well you get along with your mother-in-law and who you vote for. We are a very open and argumentative society, so voting preferences are common water cooler and Friday night dinner table talk.

Anyway, by mid-morning my wife, daughter and I – and even our dog – went to visit my son and to cast our votes. With our identity cards and a falafel in hand (a not unusual text message arrived from my son a few minutes before we left the house: “I’m hungry”), off we went to the polling station.

It was more crowded than usual and we actually had to wait in line – or what counts for a line in Israel – to reach the ballot box. My wife confidently cast her vote. And I – in a last-minute decision (no doubt influenced by a quick chat with a party faithful just outside) – cast my lot for a pure centrist party. OK, there were two of them, but being a good Canadian (!) I will keep my specific choice secret.

Afterwards, we drove to Tel Aviv where we met friends at an excellent Persian restaurant, an appropriate choice given some of the election issues. For sure the talk was about the elections but also about other things just as in any normal country. And Israel, in its own special way, is a normal country … even on Election Day.

Towards mid-evening, I popped my microwavable popcorn and relaxed in front of the TV to watch the exit polls. Since it appeared to be a virtual tie, I went to sleep around 11 p.m. believing a national unity government was inevitable. True to form for Israel – where the unexpected should be expected – I woke up the next morning to a strong right-wing lead, with the overwhelming likelihood of another four years of Netanyahu rule, with a strong tilt to the religious right.

Good? Bad? With Election Day come and gone, one thing is clear: the Israeli beat goes on.

Aliyah: a 10-year high

According to initial end-of-year figures released by the Jewish Agency for Israel and the Ministry of Aliyah and Immigrant Absorption, aliyah hit a 10-year high in 2014, with the arrival of some 26,500 new immigrants. This marks a 32 percent increase over 2013.

For the first time, France tops the list of countries of origin for immigrants to Israel, with nearly 7,000 new immigrants in 2014, double the 3,400 who came the year before.

Some 5,840 new immigrants came from Ukraine, compared to some 2,020 in 2013. This dramatic 190 percent increase is due primarily to the ongoing instability in the eastern part of the country.

Aliyah from western Europe is up 88 percent, with the arrival of some 8,640 immigrants. Some 620 came to Israel from the United Kingdom, a 20 percent increase over 2013. The number from Italy doubled to some 340. Aliyah from Belgium saw a modest decrease, to 240. German aliyah remained stable, at approximately 120.

Aliyah from the former Soviet Union was up 50 percent, with the arrival of some 11,430 immigrants, with 4,830 from Russia, Belarus and the Baltic states, 300 from the Caucasus and 390 from Central Asia.

Aliyah from Latin America remained stable, with the arrival of some 1,070 immigrants. Aliyah from Brazil saw a 45 percent increase, with 300 immigrants, and approximately 297 came from Argentina, 76 from Mexico, 70 from Venezuela, 62 from Colombia, 58 from Uruguay and 52 from Chile.

Aliyah from North America increased modestly, with the arrival of some 3,870 immigrants compared to 3,600 in 2013. Approximately 3,470 immigrants came from the United States and 400 immigrants came from Canada, compared to 384 the year before.

Eastern Europe saw 232 people make aliyah, compared to approximately 270 in 2013. Approximately 126 came from Hungary, 32 from Poland, 24 from Romania and 24 from Bulgaria.

Some 190 immigrants came to Israel from South Africa, roughly the same as 2013, while 200 came from Australia and New Zealand, a slight decrease from the year before.

More than half of the immigrants who came to Israel in 2014 were under the age of 35. The eldest immigrant was born in 1910 and made aliyah from France at the age of 104. The youngest came from the United States and was only several weeks old. Tel Aviv led the chart of cities receiving new immigrants, with approximately 3,000 new Tel Avivians. The coastal city of Netanya came second and Jerusalem came in third.

Despite tensions surrounding the war in Gaza, 338 new olim (immigrants) from the United States and Canada departed on an aliyah charter flight to Israel on Aug. 11. The special flight is a joint venture of Nefesh b’Nefesh, the Ministry of Aliyah and Immigrant Absorption, and Keren Kayemeth Le’Israel, in cooperation with the Jewish Agency for Israel, JNF-USA and Tzofim Garin Tzabar.

Among the olim are Nir Babani and Luz Arroyave with their daughter Antonia from Vancouver. “We’re going to miss our family and the peaceful environment of Vancouver. We’ll miss the quality life there,” said Arroyave.

The large group of olim includes 37 families with 107 children. The passenger list also includes 65 olim moving to the Galilee and the Negev as part of the Nefesh b’Nefesh and Keren Kayemeth L’Israel Go North and Go South programs. Altogether, the olim will be settling in every part of Israel, from Ma’alot in the north to Eilat in the south. Included in the group of olim are 109 young men and women who will be serving in the Israel Defence Forces.

The olim hail from 27 states and three Canadian provinces, from Arizona to Quebec, and range in age from a six-week-old baby to a 93-year-old great-grandparent in a family of four generations making aliyah together.

“I find it profoundly inspiring that we have a 747 jumbo jet filled to capacity with people from the North American Jewish community making aliyah, especially at such a challenging time,” said co-founder and executive director of Nefesh b’Nefesh Rabbi Yehoshua Fass. “To see that Jews everywhere, young and old, religious and secular, are determined to fulfil the dream of helping to build the Jewish state is truly amazing.”

This summer, 2,000 olim are expected to have made aliyah with Nefesh b’Nefesh on eight different flights. Since the beginning of the year, about 1,600 olim have made aliyah with the organization. Since 2002, Nefesh b’Nefesh has brought nearly 40,000 olim to Israel from the United States, Canada and England.

Rabbinical Council of America’s GPS brings conversions into question

Back in 2008, the Rabbinical Council of America (RCA) announced a new system of conversion, GPS (Geirus Policies and Standards). Ostensibly, their goal was to create a universal and centralized standard for all conversions. We warned then that the GPS system would result in invalidating conversions that had been done in the past in accordance with Orthodox law and approved by the RCA. (JTA, March 10, 2008, “RCA deal hurts rabbi, converts.”)

Unfortunately, we have been proven correct. In a letter sent by the Beth Din of America (BDA, which is under the auspices of the RCA) to the chief rabbinate’s office, it was stated that “we cannot accept the conversion of any rabbi who served in a synagogue without a mehitza.” The RCA should clarify if this refers to any rabbi who ever served in a synagogue without a mehitza, or if it refers to a rabbi who performed that specific conversion while serving in a non-mehitza synagogue. Either way, this pronouncement should alarm countless converts.

Back in the ’60s and ’70s, many Orthodox rabbis ordained at Yeshivah University served in mixed seated shuls. The rav, Rabbi Joseph B. Soloveitchik, felt that in certain communities, YU rabbis should serve because the shuls may one day construct a mehitza. The BDA letter now places the conversions of all of those rabbis in jeopardy. This means that the children and grandchildren of these converts, some living in Israel, could be declared to not be Jewish. This is a terrible violation of the law, which prohibits the oppression of converts.

It is also a violation of the RCA’s own promise when it declared, “… any conversions performed previously [before GPS] that met its standards then, would continue to be recognized.” (“RCA response to public attack on GPS geirus policies,” March 19, 2009) Prior to the GPS system, when conversions were questioned, the RCA would vouch for its members who were in good standing. The RCA didn’t think twice about Orthodox rabbis who served in mixed seated shuls in the ’50s or ’60s, as this was common practice. This has now changed.

When we wrote that the RCA would question conversions done prior to the 2008 GPS standards, we never asserted that the RCA would conduct a witch-hunt to actively search out converts, find them and declare them invalid. What we said was that those converts who now needed to have their conversions validated by the RCA would be in jeopardy as the RCA would cast aspersions on pre-GPS conversions by imposing post-GPS standards.

This is precisely what is happening. When a convert or their children or grandchildren make aliyah, he or she needs his/her Jewish status validated. Because of the centralization of the GPS standards, the chief rabbinate’s office now turns to the Beth Din of America for guidance. The upshot of this is that conversions performed by RCA rabbis who served in non-mehitza shuls for years – some who even went on to become presidents of the RCA – are now in question.

RCA validation of conversions may not be limited to converts who emigrate to Israel. It can also encompass those applying to Orthodox day schools in the United States or applying for membership in an Orthodox synagogue, as these schools and synagogues will be looking to the RCA for guidance.

In fact, the matter is even worse. As a result of the GPS system, the RCA now has a practice of not only evaluating converts at the time of conversion, but for years after. Most recently, a convert who converted through the GPS system informed us of a call received from an RCA official. Having heard that the convert was struggling with Orthodox communal norms, the official threatened to retroactively invalidate the conversion.

The RCA practices should be of great concern to every convert who converts today. Now, the RCA is not only invalidating conversions done prior to the GPS system but threatening to undo conversions done through the GPS system itself.

It is these issues that require immediate detailed clarification from the RCA. In the meantime, we should all be concerned about what seems to be both a retroactive application of current GPS principles and also a creeping reduction of the convert’s status in the Orthodox community.
